1. The pace of innovation in warfare is continuing to accelerate - in-house systems that take decades to build and require endless upkeep just cannot meet this threat.
2. Integration across joint, multi-domain, allies and own Services is key.
3. Partnering - especially with industry, and not jsut existing Defence primes, will ensure a stronger focus on innovation.
